Ccsf Academic Calendar Spring 2023 – Yesterday, June 8th, your bargaining team attempted to negotiate with the District regarding the impact of the recent catastrophic layoffs. The lead negotiator, Elena Fredericks, opened with this statement (click here to read the full text).

Your bargaining team worked together to develop proposals regarding severance pay, health benefits, educational benefits, access to district resources, contract/rescission rights, overpayments and charge balances, and retirement.

The district team is not ready to discuss any of these matters. In fact, their chief negotiator, Clara Starr, feels she has no power to hold her team accountable or negotiate. For example, CFO John Alamin did not provide basic financial information before the meeting and could not provide or review anything during the meeting because he was engaged in labor negotiations.

Since David Martin came to the college, working conditions have completely deteriorated. The Public Employee Relations Board (PERB) recently approved the AFT's unfair labor practice (ULP) claim, alleging bad faith bargaining for wage recovery. Despite this, the district continued the bad faith negotiations yesterday. It appears the district is taking no corrective action and their behavior yesterday is yet another unfair labor practice.

The district will not specifically commit to responding to our requests for proposals and non-routine requests for information (RFIs), including data on how much the district will save as a result of the layoffs. They claim it took them more than three weeks to generate basic salary data on the savings generated by the furlough – a clear indication that the decision to make the college's steep cuts was necessary for budgetary reasons.

We encourage the district to negotiate in good faith. We call on trustees who are David Martin's employers (not the other way around) to reverse the layoffs and uphold the promise of accessible higher education in San Francisco.

The signing session will continue until July 10. Duty is usually 16.00-20.00 on weekdays and 10.00-13.00 and 13.00-16.00 at weekends. Each shift begins with a short training session, and focuses on a strategic location, from parks to grocery stores to Sunday streets.

Your bargaining team is back at the table on May 6 to discuss the impact of the catastrophic layoffs approved by the board.

Governor May Revis proposed significant investments in the California Community College system. Although this is not yet the final budget, it indicates a clear intention to significantly support colleges with ongoing and non-recurring funds. These numbers are subject to the budget process and subject to change, but AFT estimates that at least $33 million in funding will be allocated to CCSF at any given time, of which more than $10 million will be discretionary (ie, a blank check). In addition, the COLA has been increased to 6.56%, resulting in a total of more than $9 million in ongoing unrestricted funding. Furthermore, the state proposed to eliminate the "financial cliff" by converting the no-risk arrangement into a permanent funding floor. With tens of millions in new government revenue, there is no budgetary justification for layoffs that destroy schedules and programs.

AFT has long claimed that this year's budget contains reversed priorities and a number of miscalculations. It is within the district's power to manipulate budget priorities, but miscalculations are something that will show over time. And when the time comes when the Trust faces the facts behind the district's misprojection, it will have an obligation to act. Faced with revised budgets, increased local funding and historic state investments, Martin refused to change course to protect students and programs. He devoted much of his political capital to eliminating tenured full-time faculty positions. Will loyalists sink their political capital into blindly supporting the Chancellor's deadly plan?

The CCSF administration has just confirmed its intentions: to demolish our college. In an email sent today, David Martin explained to the leaders that most of the 38 FT faculty who received pink slips and the 136 part-time staff in their departments to complete the layoffs. Will reduce the departmental budget. From computer networking, ESL and English to floristry, counseling and more, important CCSF programs are underway.

Meet Me At The Club

The proposed budget, which was adopted by the council, was given to the departments in February. It has terrible cuts. But still includes enough FTEF to replace most pink-sliding full-time employees and many part-time employees. Management can respect that. But now they have announced their intention to cut the budget further than the BOT approves. AFT 2121 President Malaika Finkelstein sent an open letter to the Board of Trustees today challenging this latest move to defund City College.

There is usually a budget and departments assign faculty within that budget to serve our students. But David Martin turned it on its head. He has specified how many faculties he wants and is cutting the budget to get it. This shows no thought at all for our students and is unconscionable.

It's so difficult that they wait until students start enrolling to announce it. It is clearly established that they cannot redeploy full-time employees as part-time employees. However, the BOT was assured that these cuts would not eliminate programs, as faculty would be reassigned. And that's one of the BOT's justifications for why they voted for termination, claiming they were told no departments or programs would be destroyed.

It's time for honesty. These layoffs will throw students out of school and close entire departments. Board members, if you want City College to continue serving students, you can push back against it. You can still demand that the budget you approved be carried out. You can appear for public education. If you can't find a way to do that, feel free to quit.

Today's layoffs and cutbacks are unnecessary and short-term. A stable and thriving CCSF requires local investment to meet San Francisco's long-term educational needs. The notorious state-level agencies – ACCJC and FCMAT – clearly want to shrink City College, and current CCSF leaders seem complacent. Now is the time to step up the fight to buck this trend and bring more revenue to CCSF to support faculty, students and staff.

Your union is working with the CCSF Revenue Unity Coalition, a historic coalition of CCSF workers, students and community groups, to get voters to pass the San Francisco Workforce Education Reinvestment in Community Success Act (SF WERCS). A campaign to do this should be launched and implemented gradually. Parcel fee, now in November.
