Perhaps the world's biggest education news week hearing Leandro court case. Judge David Lee asked the parties to work together on a comprehensive plan to meet the state's obligation to provide every student with access to a quality basic education. This applies to the General Assembly, because if the plan's priorities are funded, it is ultimately the legislature that allocates that money.

The Opportunity Scholarship Program, often referred to by opponents as a voucher program, gives low-income students up to $4,200 to attend a top-notch private school. However, under this bill, qualifying students will receive "up to seventy percent (70%) of the average allocation per student in the previous fiscal year." In the 2023-24 academic year, it will be up to 80%.
The average per student is $6,586, according to officials from the State Department of Public Instruction. That means if this law goes into effect, Opportunity grant recipients would receive $4,610 by 2023-24, at which point they would receive approximately $5,269.

The bill also combines two programs – Special Education Grant for Children with Disabilities and Personal Education Savings Account.
The first provides a qualifying student with a disability "$8,000 annually for the use of g and pay for tuition and special education, related services and educational technology card.
According to the The bill would and will now fund the combined programs "with 85% of the average government grant per student for the previous fiscal year, excluding special needs funding for each student," along with a "government grant for a disabled disabled child."
The Senate has its own bill opportunity to Extension of the grant program. This will increase the wage level at which families qualify for the program and the amount they receive. The Senate bill has not yet been heard in committee.

The K-12 committee of the House of Representatives this week heard both local calendar flexibility legislation and a state calendar flexibility law – 17 to be exact. They all left the committee with positive approval. Here they are:

H445 : School Calendar Flexibility/ Chatham County .

But only two, House Bills 125 and 201, passed the full house this week. The first would allow Cumberland County Schools, Franklin County Schools, Lenoir County Public Schools, Nash-Rocky Mount Schools and Pitt County Schools to decide when schools are open and closed.
The latter authorizes Chatham County, Edgecombe County, Elkin City Schools, Martin County Schools, Mt. Airy City Schools, Surry County Schools and Union County Public Schools to coordinate their public school calendars with their local community colleges .
So what you need to know is that calendar flexibility is an ongoing issue in the legislature. I've been reporting on this since I started this job in 2015. In general, the House was more favorable to the idea than the Senate, and it seems that will be the case again. News & Observer Cited Senate President Pro Tem Phil Berger, R-Rockingham, said: "I don't know I don't know that the desire for school calendar fees has changed."
The state currently dictates two things about school calendars: how many days students must be in school and when counties begin and end the calendar
The state says students must be in school for a minimum of 185 days a year, or 1,025 hours of instruction.It also says schools cannot start any earlier than the Monday following March 26 August is closest and they cannot end later than the Friday closest to August 26 through June 11. These rules changed last year due to vo n COVID-19 changed a bit but only hit for a while.
As it turns out, calendar inflexibility causes a number of problems for our geographically diverse state. Due to storms, schools are often forced to close schools and then hold catch-up days at unusual times to comply with government calendar regulations . Districts argue they need calendar flexibility — the ability to start and finish school based on local issues — to avoid the drastic measures sometimes required to keep children educated on an orderly basis.
